In 1995, BHP Billiton began the feasibility study of an aluminium smelter project in the Maputo province in southern Mozambique. BHP Billiton was the world's largest diversified resource company that mainly held stakes in aluminium, coal, copper, etc. The company also held interests in oil, gas liquefied natural gas and diamonds. BHP Billiton believed that a sustainable development, which involved connecting with the community stakeholders, was a critical factor in the success of a business. It believed that such a bond with the community to address the challenges associated with establishing resource projects and to share the benefits of success will represent true success of the business.
